Scott was previously the assistant manager at Stevenage.
On renewing his partnership with Barrett, the new Gills manager Mark Stimson said, "His views are very similar to mine. He's got great vocal chords so he'll get information on to the pitch a lot quicker.
"Scott has got a lot of experience at league level and he's someone like myself who is used to winning. That's the best habit you can have in football."
