Burton Albion are without defenders Paul Boertien (calf), Nathan Stanton (hamstring) and Darren Moore (ribs).
Midfielder Keith Gilroy scored a hat-trick for the reserves in midweek but is not yet ready to return.
Gillingham manager Andy Hessenthaler told BBC Radio Kent: "It's how it's been going - we have never got that settled 11.
"It would help us if we could get that settled team, so we keep our fingers crossed we could get that in the next few weeks.
"We are not in the position we would like to be, but I'm not worried about not being in the top three at this stage.
"We deserve to be higher up, but we can't keep saying that, we have to turn the performances into points."
Burton Albion manager Paul Peschisolido told BBC Radio Derby: "We've had no away wins yet but we've only lost one away too - we're not losing [many] games this season.
"I said last season if we can turn losses into draws, and draws into wins, then we wouldn't be far off and so far we're on course to do that.
"Confidence is growing every game, players are starting to believe in what we're doing and they're starting to believe in their own ability."
