Talking to BBC Radio Kent, Scally said, "Really, the League doesn't prohibit the club doing transfers.

"It just means that with every transfer you do, you have to convince the League you're reducing your wage bill and not using PFA money to enhance your squad.

"We're quite happy with that, and we are reducing our wage bill and our costs, but we may well be taking on players and disposing of players."

The news of the PFA loan will come as a shock to Gills fans, as the club have radically reduced their wage bill since their relegation from the Championship, yet the club still needed to take on the additional loan.

Equally as concerning is the fact that the news hasn't been reported through official channels - and there seems to be a lack of official information coming from the club about its financial situation.

The embargo was the reason why the loan signing of striker Gary Mulligan was delayed. The move has since gone through and the player has joined the Gills squad on a month's loan.
