"I know that he's a free agent and he doesn't have to take up the offer they've made him. He's a good player," Taylor told BBC Radio Kent.
"He can play at right-back, right or centre-midfield and he was a good player for the year I was there."
Southall was an integral part of Gillingham's promotion chasing side under Tony Pulis and he went on to have his best season at the club under Taylor's reign as the Gills were promoted to English footbalI's second tier in 2000.
He left the club in the summer of 2001 and joined Bolton, where he struggled to establish himself in Sam Allardyce's first team, before returning to Priestfield via a short loan stint at Norwich City.
Unfortunately Southall has failed to find the form he showed in his forst stint at the club - and many fans feel now is the time for him to move on.
It remains to be seen whether Hull will make a formal offer to Southall, but should he decide to leave, fans will remember his superb strikes for the club as the Gills pushed for promotion. His highlight was undoubtedly his 30-yard volley from the touchline to sink Sheffield Wednesday in the FA Cup in 2000. Taylor will obviously be hoping he can recapture that form at the KC Stadium next season.
